I'm a little confused about the Reach of the Council. This was before double dipping existed. Still wondering if Quill Rain is better now?

" yes it was back with double dipping, this guide is outdated, so you will have to use other guides for quill rain builds etc. :) best way now is to use quillrain with the council gloves for insane lightning poison I make mirror tier items, I don't rlly play the actual game. Reddit hates me. I'm not cool.
