I think it's good for CI where you don't have life flasks and you can end up with various unique flasks that can't get any mods to get more charges (or even have mods to get less charges).

OMG! I already have a sulphur flask in my build but the mods aren't really relevant. My build is a Pathfinder and relies on refilling my Vinktar's, this flask is going to be perfect!
