What is not working is the tooltip (which is much probably related to the buff icon) AP gives 'more' attack speed. So it's basically just 18% more dps. Onslaught gives 'increased' attack speed. So it adds with other sourses on increased attack speed (eg: faster attacks, frenzy charges etc...) before applying. The three-second Onslaught is a different source of Onslaught, probably an on-Kill bonus. As mentioned in this thread, Onslaught on full Charges won't show up as a Buff icon. Look at your movement speed when you have no Charges, and when you're at your max. It's the easiest way to verify that permaOnslaught is working.
