Leveling added.
just tested other attacks and vigilant strike give us free slot in place of fortify cuz it's added fortify itself - totalling gem links to 9 :D
also expending endurance charges bypass vigilant strike cooldown and lets strike again continuosly.
it's just interesting option not saying it's good for this tank to play.

sunder is also not bad attack too.

Vigilant strike possibly good opinion for boss fights.
what uniq shield will be better:

lioneyes - with its 1000+ armor and 30% block
thousand teeth temu - with 32% block, 500 evasion, and 1-1000 reflect

lioneyes;
we need armour. all evasion options decrase blocking damages.

EQ better. EQ no need to more attack speed. EQ second wave damage is good for slow builds.

Yes, if helmet is 'Bringer of Rain'. BOR gives block chance, 20% ele. Penetrate, endurance gain(even if you dont attack, you gain endurance charge).

it doesnt hurt.
For example:
You take 22 hits of 100 hits.
Around 8 hits will crit of 22 hits.
So, you take 8 more crit hits of 100 hits.
it doesnt matter. it not more crit damage, its more crit times.
Would it be a nice idea to use these passive tree nodes: Testudo and Retaliation?
It will be much easier to get 78 block chance

Ofc we need to drop some other nodes, for example Elemental Overload?

Instead we gain access to one more endurance charge and life leech (Hematophagy)
