I'm 90% sure that surgeon works per hit rather than per use, sort of like Voll's protector and not like PCoC. Does that make sense? If not I can explain.
Just following up on this, I did some testing recently and it turns out Surgeon's effect (on flask and on ascendancy) works differently than both Voll's chest AND pcoc. Voll's, every hit can proc the effect, and one cast can grant multiple effects (gain PC). PCoC, every hit can proc the effect, however one cast is capped at one effect (gain PC). The Surgeon's mod, both on flask and on tree, seems to ONLY roll for the effect ONCE per skill use. So if you cast fireball and it hits 5 enemies, your Surgeon's flask still only has a 20% chance of gaining a charge, rather than a (1-.8^5=) 67% chance.

Now, Blade Vortex is the exception to this, as it rolls on every hit and can proc the effect on every hit, for all of those effects. Probably Orb of Storms is the same. But for all other skills, it works as I described: One attack = one roll to get that 20% chance of gaining a flask charge. I made a thread in the Bug forums with details on how I tested, etc. EDIT: I'm actually not sure anymore if Blade Vortex is an exception after further testing.

Hi, is this build still viable given the new patches 2.4.1 and 2.4.2 (which is rolled out today)? Any changes you propose in case adjustments are in order to take 2.4.2 into account?
