It's always been legacy unless specifically stated like you see with some changes. I don't see any mention of it being retro active in.the item balance change section and I really hope they aren't just killing off items now. Especially items that keep melee viable

So if I understand correctly. They kill all corrupted stuff with crit multi + they just ,ade use less all crit multi legacy... so I've just lost 25ex buying a legacy quiver.... I'm not a happy man right now...

Projectile Weakness now always causes enemies to have a 50% chance to be pierced. Enemies cursed with Projectile Weakness take a further 5% increased damage from projectiles at all gem levels.
Does this mean you can't increase the pierce chance with increased curse effect on the tree? IGN- FrOArrow
