The description says it already : "using a certain set of corrupted jewels and you'll suddenly gain access to a past league" which exactly refers to what you ask.

new uniques are not the usual throwaways - definitely a step in the right direction.

Jesus Christ! Essence Worm. I could use that on my blood magic righteous fire character right now and free up 3 passive points, 3 gem sockets, and gain 948 life that is currently being reserved. I'd only have to spend 1 of those passive points on the Diamond Skin notable to remain overcapped!
