This is the best i have found so far. Could use crit but with right weapon(s), you really don't need to worry about it.

I've been using this on my Arc/Flame Totem Templar since I found it. My Templar is now level 79 and the 18% increased cast speed adds more DPS than any of the other talismans I've found.
