Sorry if this is a stupid question, but why Arctic Breath? This build looks like it has no problems with dealing damage, so I would have expected a more defensive CWDT setup, such as immortal call, molten shell, frost wall, a curse...
Shower thought: no two rares are the same. So rares are unique, while uniques are not. On the other hand, uniques are rare, while rares are not.
