Conditional bonuses haven't been local so far, it's probably a wording issue, they always lack space for full description. Prismatic Eclipse used to say just 'attack speed' but it was a bit confusing.

Also, status update: ~22 hours in, we have found 33 of the 44 new uniques in this patch. Here's what remains:

Two generic Talisman-only uniques
The Retch
Eyes of the Greatwolf

All four Rigwald-exclusive drops
Rigwald's Crest
Rigwald's Command
Rigwald's Savagery
Rigwald's Quills

Five other uniques (although three of them are likely related)
Agnerod West
Vessel of Vinktar
Coruscating Elixir
Repentance
The Vinktar Square
