Just have a 3 month league where you run 6 league mods that every hour 2 mods selected at random are interchanged with others. And have tempest/war bands work on a 15 min timer.

" I don't know about the first 20 on ladder rewards, but the Challenges rewards were given everytime you'd complete 1 challenge, you would get a piece of the armor, for a total of 4 challenges. IGNs:
