Just 24% - the description fits on a single line, and is thusly only one modifier. A single modifier can only apply once to a given value :)
A different example where a passive does apply "twice", are the Snowforged and Storm Weaver clusters. They grant two separate modifiers (two lines in the description), and as such both modifiers can apply to the same value. Quite strong if you are Converting!
I feel that armour + evasion nodes should double dip when u use IR, since we already loose the "reduced crit damage" node from over the marauder part of the tree. It wouldn't even compensate for it, but it would be a decent start.
Your assuming only people in the marauder area would use IR, when its mostly designed I think for people coming from elsewhere who don't have access to much in the way of armor nodes, or actual armor on their gear.
I use it myself on my aura witch, with 162 base armor I end up with 16k armor from grace, determination and alpha helm (or I used to, and I will again once I gain another level).

They can't, or at least not the way Jon wrote it, the calculation just isn't done that way, though it would be simple to make hybrid armor/eva nodes apply both bonuses, it just needs to have separate 10% evasion and 10% armor bonuses instead of one that applies if the bonus is armor, evasion or both. It did work that way long ago and it was fixed, however, no reason to give IR any kind of additional benefit.
Wish the armchair developers would go back to developing armchairs.

No, I'm not. I'm assuming that as a ranger or shadow(most of my chars) I can't go IR and pick up that very important marauder node.
