It's fun to run into a rare zone occurrence. But eventually this just becomes part of the standard expectation.
Therefore, I love the idea of an ongoing event that might last 3-9 days. Even better when you get limited warning of their approach. A news event 1-3 days prior would be good for adding flavor (especially if done in a non-role-playing breaking format.) These events could come in all flavors, and could turn on prior systems or boost chance of finding specific zone events (strong boxes, corrupted areas, etc.) So, now, imagine for a period that Keeper of the Trove packs are 25% more common and 25% larger pack size for 4 days. Or, Frozen Sky bloodline packs could be 25% more common and deal 35% more damage for another window. These event windows could even overlap. Sounds like the very thing that would help keep things fresh. That being said, you will always have the strongest player base at the beginning of a new league, and always the weakest at the end. We can't play all those hours without eventually burning out a little, and at the end league do dump into their parent so invest seems less and less interesting.
