Not possible on standard, Scold's Bridle doesn't drop there.

This is nowhere near as broken as the RF Scold's Incinerate with Vaal Molten Shell that some people I know are playing.

Scold's is very powerful, but this seems to be a non ideal application.
No offense to the build creator. It's original and pretty cool (and made me laugh). But I'm surprised that this was chosen over the other builds with scold's out there.

I think Build of the Week is more about the bolded part than being the most powerful.
Not to say that they don't post powerful builds from time to time.

Because there is no any information about race sesason 11,

And it was promised that it will start somewhere around 19th January. (obviously stuff change, but there are no updates on what's happening)

So it is almost 1,5 months of POE without any new stuff.
