Cheating in general!!

So i have a question... is Maphacks such as one that show the whole map in races without covering the area first allowed in this game or not? and if not then why are streamers and all kinds of top racers using them without any consequence?
I have money tied up in this account so im not doing anything that can get my account messed up just to level the playing field and make it more fair to participate in races or "Do it because everyone else is doing it anyway"! but since everyone uses them and since things like macros and multiboxing and even SC>HC tradeing is allowed when most other games this is a no no im just wondering what isnt allowed that is happening regularly other than RMT ofcourse! And also if these things like RTM and Mods are NOT allowed why is more not being done to stop it? Hacks and 3rd party programs could easily be traced as they were with things like punk buster in COD and such! and im quite sure GGG realizes that such issues not only hurts the economy it also shortens the lifespan and fun of the game as well! I just dont understand why such a great game seems to be doing little to nothing about such a major issue! If this game and things like Racing is such an important element to this COMPETITIVE game then why does it seem to be getting turned a blind eye to such things? and im a newer player so im quite sure that MANY other players know and see this ALOT and ALOT of them also either quit the game as a result OR... well as the old saying goes... if you cant beat'em... Join'em! I really want to keep supporting this game and its development but i see these things as a major problem up there with Desync that SOMETHING needs to be done about and fast!! its very disheartening to not only see tons of people Steaming and youtubeing these things but its even worse that its people who bring players to the game because they are directly supported by GGG as well and vise versa! People supported by the most well known players of this game! these players should be setting the standard for whats right and wrong NOT encouraging cheating because everyone is doing it anyway.(like its a tip or trick to their own success in this game!) and in the past couple days of looking around on these issues ive not only found quite a few well known streamers and racers doing these things but have in turn lost quite a bit of respect i once had for other streamers and gamers who promote these people! and its a shame because theres no way they dont know that are doing such things and then that brings me to wonder... are they cheating TOO? is that REALLY the way it is in this game? EVERYONE cheats or does not get anywhere? Id really like to see some constructive input on this issue because at this point i feel like not only is it just being swept under the rug but its a problem no one really cares about even thought it IS hurting this game no matter if people realize it or not! There is a fine line between Consideration and Hesitation.

" No one is bitching... im only asking questions! besides im not a snitch or an employee! isnt it their JOB to fix such issues? as i said before... theres so many people doing it ill spend 3x more time reporting than playing! im just suggesting something be done IF it is not allowed! and seeing as how this is an issue that could effect not only their player base but the games economy its self shouldnt they take an interest in this?
