Well it isn't just 35% damage reduction.
From the tree there is...
- 1% increased mana regen per 1% chance to block
- 20% increased spell damage if you blocked recently
- 5% increased spell damage per 5% chance to block

And from gear the recover x% mana when you block.

So high block and blocking often is beneficial beyond damage reduction. But I get your point. After playing dual wield Enki all Ritual league I find it refreshing to experience a new part of the passive tree.
