If I had a $1000

Depends, if you buy your own gun and do the thing I think it covers. Not that you need anything to murder someone, besides opportunity.

Otherwise the best you could do with that is pay a desperate thug if you find one, you'll probably get arrested easy for it though.

Either way you'll never hire a pro with that kind of cheap money, try 15x that minimum if you want a clean job with no questions asked and profession ethics (complete loyalty and protection of the customer identity if things go wrong as long as customer does the same), and ofc this doesn't cover the extras such as connections you'll need to find the hitman.
Honestly, I dont think someone would take the job even if you had the money, figure out the why by yourself, no offense.

PS!
Besides, I'm growing bored. A sadist chaos cultist *cough* Voidin *cough* wielding dual gauss submachineguns for $1000 sounds like a good idea.

I think that depends heavily on geographical location. In some places, sure.

Don't you mean that you would be able to pay your property taxes for six months? Or is that all you need to bribe the tax collector?

He means it's enough to have the tax collector murdered by a local crackhead and it'll take them 6 months to replace him ^^
My bad. Must come from the fact that I only have to pay $1200 a year for my property taxes. So the most I would spend on a crackhead is around $300.

$1000 = one awesome night comprising of hookers and blow.

Or you could spend it on some pixels.

Whatever floats your boat.
