That's correct I just bought a 10$ canadian card without thinking, tried to redeem it for 10$ USD and yea doesn't work that way :(

On another note Karma Koins come in 10$, 25$, or 50$ so if you buy a 25$ Canadian card you can buy a 20$ US pack and only be left with 2.34$ (Current us-canadian value)

Something to think about... wish i thought about that before buying a 10$ card..

also that is a cool portal effect, but why do it just if u buy the card and for when only using the card. just to spend money for an effect is one thing and to help the game, but its getting farther and farther away from f2p. atleast in guildwars they got away of getting extra stash tabs by playing the game and not just spending money. if they could do that. i would rather them have challenges for effects then clothes or items. for f2p players that want to enjoy the game without putting money into it and that can't play it much, because of life and having to work and stuff. it sucks for those players. maybe ggg should do a give away to players who play that havent spent a dime like stash tabs or something. Idk, but f2p players will always loose in the end.
