1300 passive skills and you get 111 skill points?

He does have a point about all the +10 stat nodes. all they are is boring filler.

I always feel a bit of disappointment on those levels.

I think a better option would be to condense the skill tree a little. remove the +10 stat nodes. and add +3 or +4 to the "real" nodes that people actually want.

Those things are needed. Those stat node highways allow you to quickly go into other class "trees". I realize they can seem silly and filler. But the stat tree is amazing. You need these filler nodes to promote diversity. It isn't perfect but it's amazing.
Ironically, a character with every passive in the game would be terrible.

Even the fillers are important, gear and gems have stat requirements that cannot be met with just "real" nodes...

As a witch i dont really want my budget on my gear goes for dex, and i could get some dex on the way to a keynode

For the sake of arguing I'll pretend you aren't a troll or new to ARPG's.

When people make characters, they 'build' them up around certain skills or weapon sets. Having all 1300 passives would mean everyone plays the same, which is boring as hell.

Limiting the amount of nodes you can open means infinite replaybility in terms of building new and creative chracters.

So there you go.
