0/0 is not full mana. It's just not low mana either.

Aw. And here I was hoping to have permanent gotta-go-fast mode.

That definitely puts a brick in these boots, persay - Shavronne's Pace gets a pass because it's possible to maintain full life when your ES is decent, but the only way to maintain full ES would be to have amazing EV, avoid spells, and never desync.

So even for leveling, these are going to be really, really hard to justify using over even a mediocre pair of MS boots. :\

I'm also interested in the rationale behind this item's design. It's not build enabling. It's not an end-game unique. It's not even niche. It's a low level Unique Item. Even excusing the fact that its sole bonus is conditional, putting such a harsh penalty on this item is some Ezomyte Peak-level bullshit, IMO.

I'm excluding Veil of the Night from this discussion because my impression is that its power level is intended by its Diamond Supporter. I'm not sure if that's the case here, but for now I doubt it.
