Write a 30 page paper. Save the document. Email it to a friend. Now, change one letter in your copy, and re-save. When you re-send it to your friend, do you send just 1 character, or the entire document again?

That's right, the entire document. Same goes for files that need bugfixes and related issues. Even if it's a one character fix, the entire file has to be redownloaded.
