Can someone explain to me what triggers Elemental Equilibrium? Burn damage from righteous fire doesn't trigger it, so what does?

Just took a look at Leo's crafting bench, looks like there are two mods that increased dot and reduce dot taken (10% to 20%)... While that would've been amazing to mitigate RF, it's only craftable as a suffix on two-handers and shields, and at 80% fire res and 20% reduced damage taken it's still around 15% of life, meaning we need to keep Rise of the Phoenix or Saffel's. Would the increased damage mod be of interest (craftable on weapons) for RF or are the uniques still superior?
