Not sure if lvl 28 is max, but it can be done in either way:
+2 fire + 2 vaal gems + 3 empower (corrupted) = 7 corrupted lvl 21 gem + 7 = 28 +2 fire + 1 all gems + 4 empower (corrupted,all gems) = 7 corrupted lvl 21 gem + 7 = 28 |

IIRC the +1 on the gem mod rolls over to the empower, making it +5 total (if you had a corrupted +4 empower.. easier said than done), so 29 total.

They're also leaving development open for higher level effects granted by items. Like "Gems in this item are supported by level 30 X".
