No it is the regular art for Queen's Decree (with probably one of the new weapon effects). The armour effects in the original post are purchasable microtransactions called the "seraph armour set" source: http://www.reddit.com/r/pathofexile/comments/1z6ztd/does_anyone_know_what_gearmicrotransactions_the/ The chest piece that is shown in the original post looks different than the seraph armour chest, so my best guess is that it is a new unique. I think that's what the gear is. i dont think it even resembles the alt art queens decree, if you zoom in closely you can see the dragon , the picture of the alt art has wings on both the handle and at the bottom of the blade, wich i dont see any on that sword . too my eyes it also looks like the weapon has a " seraph " style weapon effect, wich fits the rest of the armour microtransactions This is a crisis I knew had to come, Destroying the balance I'd kept.
