whats a good focus for quality gems? CoC?

As far as I know, IC isn't supposed to work without endurance charges, but I see enough people running it by itself with Increased Duration that either it must or they're casting Enduring Cry manually. The thing to remember with Enduring Cry on CwDT is that you have to level CwDT enough to bypass the Enduring Cry cooldown.
Gems to quality: it really depends. If you're following Max's build, CoC is worth it because of the low base crit. If you're following my build and are overcapped on crit, it's not. Chain is worth it because the increased projectile speed affects Ethereal Knives. |

I am guessing this build really takes off once the COC gems are in use? I was breezing through all content with blind+split+chain arrow, but when I got to 66 maps it was like running through tar

Split arrow in itself can ditch a very good amount of damage when properly supported. CoC is far from mandatory.

so then i need to be more patient, or up the crit with split arrow?
my meh searing bond templar was clearing quicker. Im going to try crit weakness today in a map |

crit is a huge boost really, just look at the puncture/split arrow guide dps figures to be convinced: http://www.pathofexile.com/forum/view-thread/952208
You need to link properly as well: SA, Chain or Pierce, PPAD, Increase Crit Damage is a good base if you want a huge dps. I would recommend to have LgoH in the setup though, because it's so much needed for reflect. Ranger builds list: /917964
