Hey, this looks like a fun build. I also like that you don't use Frenzy, and going with Mind over Matter is an interesting choice. If it weren't for MoM, I'd really worry about survivability (well, I still worry, but not as much).

The build is, however, pretty weak. And perhaps it's not just your build; I seriously think there's a balance issue with bow Rangers. Whenever I try to build around either Split Arrow or Rain of Arrows, I have severe issues that I just don't have with other classes. Either my character is mildly tanky and weak, or mildly powerful and a glass canon. I never feel truly powerful and think "wow, this character is awesome", as I do with my mace Marauder, Facebreaker Duelist, or even Spectral Throw Scion. On top of that, to make a bow build work in the long run, you need a nice bow, which is not cheap or likely to drop, so playing self-found can be rather infuriating. I have never gone with Lightning Arrow, so perhaps there's more promise there.

What about Haste instead of Wrath? Enduring Cry instead of Blind? (I realize that getting 4 red on a Maligaro's is unlikely, but you could do it on pure armour boots since you have IR.) Decoy Totem instead of Shockwave Totem?
