I found a glorious plate with ilevel 69? Does your guide mean that it should be iLevel 73 or that is the level people want to craft it with. What would the difference between these levels as far as mods?

A chest piece needs ilvl 73 to get the highest tier flat armor mod, carapaced. A player trying to craft an item from a white base is not going to want anything less than something that can potentially become the best - that means a white ilvl 72 or less glorious plate is not going to be worth anything.
