www.hackslashrepeat.com go to the FAQ tab, it'll give you general info on joining etc.
As to how to link things on the forums, click your portrait up at the top, navigate to the toon/stash page with the item you wish to link, click the item, x out of the overlayed window, and you should have a string of code directing you to the item in your inv/stash.

I think that this maul may drop in lvl 57 areas because normal Karui Mauls drop there as well.
