Honestly the serpent wand is still usable, you don't NEED the 1.5 attack speed, it's recommended, but not necessary. Infact, I remember either Bars or the other guy saying that if you cannot spam barrage because you have too less unreserved mana and not enough manaregen, you should opt for lower attack speeds.

One of the bigest advantage of wands for CoC is spell dmg. Even 50% on wand is really good.
