Question: is an ilvl 80 item more likely to spawn a level 68 mod than an ilvl 70 item?

Technically, an Ilvl 80 item (assuming there are higher affixes) would have a SMALLER chance to get a specific mod because of a larger affix pool. In general, higher ilvl is better, though it doesn't specifically affect the chances of affixes. Instead, ilvl simply unlocks the higher affixes. I am unsure if the RNG picks a type of mod and then chooses a certain affix from a group like Phys% or throws them all into a pot and picks one out randomly,[theory] but I would assume the latter. At high levels, you start noticing that ICS/IAS rings are less common and this is likely because they are low level mods with only one affix available for rings, so the odds of ICS/IAS on a ring would decrease with ilvl.[/theory]
I see. What I was asking is if the game rolls the ilvl of the mod, or the mod itself when determining item mods.
