Lioneyes is way better FYI

Crit does not matter, most people will have Resolute Technique. Which makes Lioneye's far superior to that because it never misses.

Not sure why I need to defend this - Crit Bow is a perfectly viable build. Have a look at WillyWonka's CI Split Arrow build and you can see what this bow is useful for. Ranger and Shadow area now offer incredible amonts of Crit and Crit damage for bows, so it is all in all not a bad build. Quite the opposite, in fact.

If you actually make the travel over to Templar area and take Resolute Technique, then this bow is not suitable for you build.

Well I don't disagree with that, but this bow is to slow also.
