Allowing Mods requires a separate game environment/league/sandbox. You can't have mods that use the persistent characters of the official GGG leagues. Why!?!? Because You could make a mod that has a zombie dropping 20 Kaom's per death. But what if GGG makes you use the loot tables normally?!?!? Well, you could make a map that consists of one room with 2^32 zombies stacked on top of each other (please note this is an exaggeration) and one hit them for instant level 100 and mega loot explosion with an AOE hit. No matter how you package the tool for making Mods, there will be an optimal placement that players will exploit. And it will tank the economy to the bottom of the Mariana Trench.
Mods would either require GGG to maintain another environment/league/sandbox, or they could give out no gear/xp/drops of any kind so that the mods could not be used to negatively impact the official GGG leagues.
Running additional environments is difficult because it costs more money for servers/data centers and all of that jazz.
Creating and maintaining a mod tool would take a lot of valuable engineering time, and detract from development on other areas of the game, such as new leagues, new game features, and additional act content.
yea it would be hard with a small team like GGG

it being on steam will get more player base for the game, mods through steam would keep players playing the game longer while GGG makes more content.
I see no problems with modding if the game ever goes through steam. And before i get flammed by butthurt kripp fanboys, I do realize i didnt mention steam in my OP
PoE is not an MMO.

If people wants modding, they can go play Grim Dawn (when released) and TL2. This game is made for those, who actually like a competitive ARPG like in Diablo 2 ladder. Modding is just against anything this game stands for - sorry.

Any serious modding, like user-made areas, mobs, skills and so on, are out. GGG would have to give too much to the client to do it.
Graphics/sounds on client side are somewhat possible. It would require touching that 6 GB content.ggpk file which contains almost everything, so it would require some work to make an application that allows easy modification. Also it would probably require that GGG change the way it checks the integrity of the client. Right now I guess any non-GGG change (even if it a harmless texture change) on it would trigger the hack alarm.
All in all, it would be much harder than LoL custom skins ( http://leaguecraft.com/skins ).
TL;DR: Not a chance, my friend.

An offline mode would require GGG to release an offline version of thier server, basically. This would have the side effect of exsposing a lot of server side routines which once known, could be exploited in the online version. It would end badly, security through obscurity isnt foolproof, but it can be very useful as long as they cant get the code.
On a side note, its probably not encouraged by GGG, but you are free to replaces parts of the content.ggpk file quite easily. So if you or someone you knows like modeling and the likes, thats an easy thing to do locally.
