73% block with tempest and a 4% block lazwhar, youll get enough es from gear and the 400% inc es from shield nodes, youll get to 1k+ es easily, armor 250% should be enough, decent life and regen, like 300% IPD, only problem is that you will need high level, so for 92 youd have to sacrifice some life or maybe armor nodes if 250% is too much
