You mean does it help to find uniques? Yes b/c they are a different rarity of items unlike orbs. Increased Item Rarity does not affect the orb drop rate however Increased Item Quantity will because you will have more items dropping and therefore more chances for orbs

Does damage dealt from burning work with life leech?

I am pretty sure the answer is no but you might want to try reading the mechanics forum for verification but as I said I am pretty sure the answer is no.

Did some more searching, DoT doesn't leech.

No. It is possible to have a mob Frozen, Shocked, AND burning all at the same time.
