Im sure Steam preloads are encypted and containing not all files. On release time you still need to download the missing files and steam decrypt the whole game then. I just dont have any clue how good those files are encrypted and if there is software out there that easily decypt those files without waiting till release also it takes a long time to decrypt those files depends on your hardware sometimes it takes as long as to download the whole game.
