Correct coz Sony are backwards with these things. Unless you buy it from the sony store you can't play it on ps5

You can and I would strongly advise you to, the steam version will be fully encrypted and that means when early access opens up it still has to decrypt all the files and the speed will depend a on how fast your hard drive is as the unpacking process can take a while especially if you are writing to a slow HDD, in some cases it's faster to download the game again.

For us who bought the steam key i think this 2 lines on the "my account"-poe early acces webpage answers the question

the lines:
You can download and play on the standalone client once it becomes available.

Your Early Access also includes keys to play on Steam or Epic which can be claimed below.

so i guess the keys are kinda extra to play on other platforms

that means we can still pre-download from the standalone ,i really hope this is the case or i won't be able to play till the 8th december

And I don't want to be that guy, but if you wanted to prevent data mining you should not have given EA keys to media. Pre download or not Fextralife will have it all up and running on his wiki data mined day... no... HOUR 1. So that ship has sailed. Now only people with slow dl speeds will suffer.
