I always thought there is only this single one option to reroll (the button on the 'Hire Workers' page). Where can i find the second (cheap) one?

When you upgrade your town to tier 11, you get access to two different rerolls, and expensive one with higher chances of T10 workers, and a cheaper more RNG reroll.
