"The operation cannot be completed" during unveil
When you unveil an item, you are given 3 (usually) mods to choose from. The numbers on them represent the total number of tiers of that mod, unveiling gives you the highest upgraded tier. For example, the number 3 means that this mod will have three tiers on the crafting bench, but T3 on the bench will be weaker than when unveiling. The numbers do not mean whether this mod is already unlocked or not.
Yellow bars on the mods mean that this mod is already unlocked, a white bar means that it is not unlocked. When you select and confirm not unlocked mod, a progress bar changes from white to yellow. When you select and confirm already unlocked mod, just a white bar appears, this does not affect anything. After you have selected and confirmed the mod, unveiling is complete and there is nothing more to continue, so the message "The operation cannot be completed" appears. |

Yeah I thought you might be getting confused with the old system, these use to upgrade with tiers but now it is just one time. They changed it because people were annoyed with having to do so much unveiling I believe.

Yeah i've just encountered this and I understand what you mean now, and seaman has described it correctly.
" It shows as white and you don't get the confirmation noise, but it is because the craft is already on your bench (and can not upgrade further as mentioned). It does seem like an error if you aren't use to how it works, because it looks like it is stuck and moussing over the craft button has that message in red text. I think maybe it can be improved visually, so as not to confuse people. Maybe going just to yellow without a noise. Going from yellow to white seems to give the impression it can be upgraded further, since the mods begin as white before you have unveiled them and received the craft the first time.
