Not needed on a life based build since you will only be stunned by charges or high hits.
Since you dont take unwavering stance, block will be a problem when it reaches 35%+ - Youll get perma stuns by blocks, so always stay below 35% block.

ah! I forgot about block stun. makes sense now to not use tempest shield without unwavering.

No you wont be perma stunned by blocks.
Block works the exact same way as being stunned does when it comes to the stun.
If a hit deals enough % of your total health to trigger a stun, and you block that attack, then the stunned animation is replaced with the block animation and you take no damage.
If the hit does not deal enough % of your total health to trigger a stun, and you block that attack, then the stun animation does not occur and neither does the block animation, you get a free block.
Here is the excerpt from the mechanics thread:

When an attack is blocked, the game first calculates if the attack would have caused a stun were it not blocked. If it would have caused a stun, the blocking animation is played, stunning you briefly. If it would not have caused a stun, then you get a "free" block with no animation.
Kripparrian is the one that spouted this "too much block leads to perma stun" nonsense, but thats not how block works.
On a life based build, you will almost never be stunned by anything except by chargers, and thus the block animation will never be used.
If a hit deals enough damage to stun you, it will stun you, regardless of your block chance. Block never has any negative side effects.

^This being the case then, would tempest shield be worth using? Or would you have to sacrifice another aura to have enough mana or hp to use it. This being a LS build and all I figured Tempest shield would have some nice synergy with it.
