Look at the file details:
Size is 30.889.432.197 Bytes (which windows shows as 28.7GB)
Windows Explorer shows that as 30.165.462 KB which cap as 30.1 GB (not rounded).
Yes, Windows Explorer is terrible.

Torrent will likely be okay.

I got what you mean but then thats both WE's and the one preparing the post message's fault. Because, conversions on bytes to Kb and Gb is 1/1024 for each step. That means the one prepared the message doesnt know that and rounded that number like some kind of decimal conversion (1/1000).
Also, you forgot second conversion as 30.165.462Kb~29.5Gb

Still aside from the math if the file is ok as they presented thats fine then. Big Thanks again and may the RNG be with you for the coming league :)
