Another cut-throat test

Set the cap off of the player who started the instance, not the area itself. For example Player 1 is lvl 11 and joins The Ship Graveyard, the area is now capped lvl6 - lvl16 (again going with the 5lvl example, 5 up, 5 down.)

As for groups either get friends, obviously if people are getting ganked by a group they will attempt to forum a group of their own with other people getting ganked to combat them or like NotSorry just solo the group and collect more free loot.

Kill the twink and take his all his loot, or go grind your own. Someone who has survived the hell that is cut-throat should have a slight advantage over someone who just made a character on the server today, I think you are vastly overrating how much gear plays a part in a 5lvl gap.

Everything can be solved with Violence.
Winner of the First Ever Cut-Throat Server Test, and Winner of the First Ever Cut-Throat League Event!

I know what a cut throat server policy because its easier to said it than done . For example: 1. How would you balance out on a group of 5 camping a newbie spawn point?
2. how would you balance a group of vets x5 going around ganking loner?
3. how would you balance someone that play more, had more better gears and going up against those just starting out in a capped level zone?

Those are the basic questions you need to ask yourself before you start talking about cut throat risk.

1: Isn't that contingent on the newbie having a very slow loading computer?

2: It's currently impossible to gank someone who doesn't want to be ganked right now, short of game problems like lag or slow loads.

3: Gear differences are a 'problem' that pvp in every single RPG ever has, and will have, until the end of time.

Now that's more like it! Its sound a lot more balance from the way you explained it :)

I also love solo a group and its so rewarding.

I done that in Heroes of the Three Kingdom and TF2 : )
