Well, in the meantime I have increased my samplesize a bit. Crafted 4 more Heavy belts with T1 % attributes and at least T3 flat str. Sold quickly for 1.5 to 3ex and I made at least 100c profit on average. So thats like 6 belts in a row where I have hit the two mods in less than 200c spammed on each beelt. So my guess is that you are very unlucky. I mean, % attributes is a 500 rated mod, so it really should not be that hard to roll. That's why I stopped whenever I got one that was even close. Shame I didn't hit a str roll but +20str/int ontop of everything else is still plenty good for now. Plus having the socket just adds so much flexibility to this build. When it comes time to get watcher's eye & fit clarity into an unset ring the belt & socket on the belt will be a godsend for capping resistances unless I'm just the luckiest person alive. 3-4 times T1 in 250-300 chaos spammed confirms it further as a pretty common mod in my book. We are talking special mods, not normal mods like life or mana. A rare mod is +1 minion skill gems.
