no flat damage on scourge arrow anymore.. Scourge Arrow: No longer has Added Chaos Damage at all gem levels. It now has 117% Effectiveness of Base and Added Damage at gem level 1 (previously 90%), scaling up to 162% at gem level 20 (previously 125%). Yea bad for early but its actually aroun 10-15% more damage buff in the end with gear on most of these skills.
