Most likely true. I went to the wiki and tried to figure out how it works. Looked at how the base item is decided. Ok no problem there.
Looked at how the mods are decided. That cryptic list i just say you know what, forget it im just going to randomly fuse things. "The launch day went quite well with just a few small hotfixes to address minor problems."
