May Flashback Event!

Do i need to sign up somewhere or just create a new toon?

Is it true that Challenges in Bestiary league can be finished in this FlashBack league?
example: Kill 50 Harbingers in affected areas? or is Challenge pool completly seperate?

Challenges themselves are bound to account and not bound to league/event/character/whatever_else.
As I understand the initial post in practice it is somewhat in-between. Most challenges have a "combined pool" over all Bestiary leagues including the new race events but there is at least one (challenge or sub challenge) which has to be completed in a single league - see this quote for the latter:

When you create a new toon, you will select the league you want to play in.
You don't need to sign up anywhere.
