How good is Blind?

The way I've always figured... Blind wouldn't be good on its own, in general use. You need to have Evasion rating in the first place, in order to have a baseline chance to avoid enemy damage to be amplifying in the first place.

Would you say this is accurate? Or is Blind good on its own, on characters without Evasion rating?

(This is considering end-game content.)

Actually, I think blind is better on characters with lower evasion rating.

Blind lowers the attackers chance to hit by 50%, it effectively means you will get hit half as often no matter your evasion rating. If you have no evasion rating and your opponent is blinded you will get hit on average every 2 attacks you receive, if you have 50% evasion you will get hit on average every 4 attacks you receive. The first is equivalent to having a 50% evasion rating vs a non-blinded opponent and the second equivalent to having a 75% evasion rating.

I don't feel like it would work out that way. (?)

If you have 0 Evasion, and end-game enemies have such a high chance to hit because they're scaled to be able to hit end-game Evasion-based chars... Then wouldn't reducing their hit chance by 50% still keep them at such a high rating that they'll still have capped hit chance?

I don't know if it literally cuts their current chance to hit value by 50% finalized. I feel like it's just the hit rating, right? Thus, as I suggest... they'd still have MORE than enough to still always hit me?

Blind cuts directly into the chance to hit. No rating, the chance itself. So unless they have resolute technique or you have unwavering stance, their chance to hit when blinded is AT MOST 47.5%.

High-level monsters aren't scaled to hit top Evasion characters, otherwise Evasion would be entirely pointless until you get 100k..? There's a reason high Evasion Rating gets you an actually high Chance to Evade, after all.

Monsters are scaled to get high hit chances against low-end Evasion Rating investment. Pretty easy to see, really; get 3-5k Evasion and you'll see a noteworthy amount of Chance to Evade already.

(and even at high Chance to Evade, Blind still cuts Chance to Get Wrecked in half)

Yes it is very good. However in the 3000+ base evade queen of the forest meta people don't bother going blind because it becomes less effective the higher your evade is (and in this meta everyone is going for as much evade for movement speed as possible).

The pandemonius amulet (basically blind enemies on hit) is massively underpriced in my opinion. Especially since brine king pantheon stops stunlock so you don't really need unwavering stance. Likely because iron reflexes is unpopular due to QoTF.

That is pretty bad way of looking at it.

If you only get hit 50% of a time, getting 50% more chance to evade leaves you with... 50% less hits taken.
If you have no evasion, you get hit 50% less often.

In other words - it doesn't matter if you have evasion or not. You will get hit 50% less often. Yes, you will hardly get hit ever (and therefore investment might be not worth it), but that is other matter.
It is completely different to, say, max resists which get better the more you have it; every next 1% is better than the last one. Or block: 1% block while you have 0% block chance makes you take 1% less hits, while 1% block chance at 98% block chance causes you to take 50% less hits.
