still 90% of the keys go to people that created accounts in the last month with zero activity.

Maybe that is because most of the people created their accounts in the last months and not a year ago.

2/3 of all accounts were created after the beta started. Many of the pre-beta accounts were picked before the large influxes of post-beta accounts started showing up.
So, of course most of the accounts being picked now are relatively new. The number of non-posters far outweighs the posters, therefore more non-posters will be picked. 90% is an exaggeration.
