It wasn't which was why the FBI had a criminal investigation going. Loretta Lynch intervened, told Comey to drop the case, and shortly after, everything cleared.

Loretta Lynch will likely be indicted before the summer is over. Comey will probably cut a deal to save himself.

There's also plenty of verified emails from Hillary on Wikileaks, aside from her admitting guilt.

Lastly, several of the emails that she sent out that were highly classified, were reclassified later at a lower level while the investigation was going, and done so at the request of people protecting Hillary. Expect all of those people to either testify or go to prison.

Once they are done prosecuting that, Trump will open up Benghazi. It's going to be an ugly year and a half for the democrats.

The "we need to scapegoat someone for election fraud" part is caused by the DNC's behavior last year. The choice of Russia as scapegoat is precisely the reasons you already believe; anti-Russia legislation was in the pipes over a year ago.

This whole Russian thing is unbelievable for many reasons. Russia is basically North Korea with more nukes. Extremely poor. Avg salary of like $300 a month. Yet somehow theres a Russian under every plot to destabilize west? What good is our very expensive 17 counter intelligence agencies (NSA FBI etc) whos budget is more than Russians whole defense budget if they cant even stop that? Then you have fact no one thought Trump could win so why would Russia piss incoming Hillary off even more who pundits say had it in for Russians? Then as you say these sanctions plans were in the pipe over a year but Obama restrained Congress going as far to call them and intel community war mongers. But Obama was a relatively popular president so they didnt push it too hard.

While Motives are lacking on Russian side to meddle in elections they are plenty for West to create Russia boogeyman Russia is upsetting our plans to turn Syria in Jihadi playground like Libya. They resisted color revolution in Ukraine as well. Two places which have Russian bases. Then like I said the whole wonderful expense uparming for an adversary like Russia. Not that we cant destroy them 200x over already but that money is spent. Need new.
