If you're gonna craft it, i'd try getting an ilvl 83+ engraved wand so it takes less int to use.

Queen of the Forest is better in my opinion, we can't use whirling blades so movement speed is important for clearspeed. Also, movement speed is an underrated defensive tool for dodging boss attacks.
