Book of Regression?

You can also lower the level of your character so you can keep farming the same zone without losing drop rate.

Another might be so you can level with a friend, although that seems unlikely.

Also you need to be 60 or below to access sarn arena in cruel and complete the Leo Daily quest of waiting for 180 seconds without having people bugging you.
Face it, all of your suggestions are worse than this idea:

Level up a character to get the bandit rewards in Cruel and Merciless, then delevel down to level 28 so you can have an advantage in low level PvP.

Not saying I would... but someone will.

You can't enter Cruel, and by extension Merciless at all. Entering Cruel will prevent you from entering LLD. Same with the labyrinth. The farthest you can go is the end of Act 4 Normal.

Sure I can. Who's going to stop me?
Why not just have an experience on/off switch? Other games have done that before for various reasons.

I guess having a vendor recipe does fit in with the whole Path of Exile vibe, but more quality of life menu options wouldn't hurt.

They said this option was better because you can also use it to un-do mistakes. It covers more use cases this way.

I try to think of why i'd want to de-lvl my character but I just can't think of a reason.

What is the use of that?

The same reason they included in the patch notes with its introduction? /dum
Someone here, and it could be me, doesn't understand the idea.

Let's say I level up to 100 and then de-level down to 28. What advantage(s) would I have over someone who simply leveled to 28?

The only one I can see is the bandit rewards. But maybe people can come up with other advantages.

You don't you just wasted alot of Scouring Orbs to do it.

Anyways The Recipe is for PvP & Labyrinth. Basically the planned thing is you gonna level up eventually from Labyrinth or the Act 4 Area. Probably going to go to Act 4 to get the Deshret Quest Skill Point then go back to Act 3 from there on and keep using your Main Account to keep you a steady supply of Wisdom/Scouring Orbs to keep you on target max level. Cruel would be easier in a way since you can just kill yourself repeatedly (For Non-HC) to keep your XP at 0.
